About Us

Pepper Ridge is a townhouse community located in the Pike Creek Valley in New Castle County, Delaware. It is bordered by Linden Heath, The Pines, and the former Three Little Bakers Golf Course.

The Pepper Ridge Civic Association (PRCA) is a volunteer organization whose purpose is to initiate, encourage, plan, and participate in activities that will contribute to the welfare and sociability of the Pepper Ridge community.

PRCA is made up of resident members and Executive Committee officers and is governed according to its by-laws and constitution. There is an annual meeting for the election of officers and presentation of the annual report.

Members

  1. Membership is limited to Pepper Ridge residents.
  2. Membership is obtained by the payment of dues.
  3. Non-resident owners are eligible for membership but cannot vote.
  4. Anyone 18 years or older can vote on behalf of his or her household.
  5. Each household is entitled to two votes.

Executive Committee

The Executive Committee has twelve members: President, Vice-President, Treasurer, Secretary, and eight District Representatives. It is required to meet at least once per quarter to transact Association business, and a quorum of eight committee members is required to transact any business.

All members of the Executive Committee are elected at the annual meeting and continue in office for one year or until their successors are elected. All officers must be 18 or older and up-to-date on dues.

Duties

  • President: Presides at all meetings and establishes and appoints committees, subject to Executive Committee approval, as deemed necessary. In the Treasurer’s absence, the President has the power to sign Association checks in accordance with the rules governing the Treasurer.
  • Vice-President: Assumes all duties of the President in his absence; performs other duties assigned by the President; assumes the unexpired term of the President should the office become vacant.
  • Treasurer: Custodian of all money belonging to the Association; keeps an accurate record and account of all receipts and payments; presents a statement of the sums at each regular meeting.
  • Secretary: Keeps a record of all proceedings, including the Executive Committee meetings; attends to all correspondence; issues notices to members; takes attendance at all meetings; keeps up-to-date lists of residents in the community and membership.
  • District Representative: For the purpose of equitable representation of all residents, Pepper Ridge is divided into eight districts. Each district elects one representative to serve on the Executive Committee.
