What Are Dues Used For?

  • Maintenance of Three Common Areas
    • Grass cutting April thru October – $1,860 ($60/week * 31 weeks).
    • $675 saved w/spring cleanup; $950 saved w/fall cleanup.
  • Snow Removal & Salt/Sanding Application
    • 4” or less of snow with salt/sand application – 2 passes cost $1,285.
    • 4”- 7” of snow with salt/sand application – 3 passes cost $1,635.
    • 75% reimbursement from the State for 4” or more.

Only 33% of neighbors paid their dues last year – $2,660.

History Shows:

When dues participation was over 50%

  • Snow removal was done when snowfall fell below 4”.
  • Additional sand/salt applications.
  • Community events.

When dues participation fell below 50%

  • Dues amounts were increased.
  • Snow removal was only done when snowfall reached 4”.
  • If the account balance was $5,000 or below at the start of a winter there may not have been snow removal at all.
  • Limited maintenance of the three common areas.

Dues participation of 33% of neighbors cannot maintain a community of 200 homes.

Community Goals

  • All of our neighbors contributing by paying their dues.
  • Snow removal 2” or more EVERY TIME with sand/salt applications.
  • Routine maintenance and improving our common areas.
  • Community events.

2023 Pepper Ridge Civic Association Annual Meeting Minutes

The 2023 Pepper Ridge Civic Association (PRCA) annual meeting was held on September 26, 2023 at D-Fit Swim and Fitness Center on Mermaid Blvd. Agenda

The meeting was called to order at 6:07 p.m.

Introduction

Board members and volunteers introduced themselves.

Treasury Report and Budget

Treasurer Fairlight Zimmerman presented the treasury report and budget. The budget was approved by board members during an Executive Board meeting held on June 19, 2023.

After presenting the report and budget, the treasurer spoke about the previous years of feedback received from residents that felt there had been insufficient snow removal in the past. It’s not that the Association did not hear them, but there were not enough funds to accommodate additional snow removal below the 4”. According to the bank statements that were available she presented the following:

  • 2013 thru 2015/2016: Bank statements showed that the civic association had bank balances of approximately $3,000 to $5,000 just before winter. $5,000 is not enough money going into winter when snow removal costs were approximately $1,000-$1,200 for one event/pass. In 2014 dues increased from $35 to $40 due to low collection.
  • 2017/2018: Civic association’s bank balance began to increase. This could have been a result of reduced spending or less snow.
  • 2019 to Present: Bank balances stay in the $10,000 – $12,000 range. A January 2022 invoice from Boesen Landscaping was presented. For one snow plow under 4” and a ton of salt cost the Community $1,128.00. This was the only event for the 2021/2022 year. For 2022/2023 there was no snow. We are waiting for our new contract from Boesen as our current contract expires in November of 2023.

In short, the ability of the civic association to pay for snow removal is directly related to how many residents pay their annual dues.

Snow removal is expensive. If dues participation is low, the civic association may have limited ability to pay for snow removal and or salt/sand treatments. Neighborhood salt barrels were requested to Mike Ramone.

Maintenance of Common Areas

Secretary Heather Brooks reminded members that maintenance of the three neighborhood common areas is the responsibility of the civic association. If residents have a concern, they should bring it to the Executive Committee, so that any required work can be performed by a licensed and insured company and paid for by the civic association.

Major pruning of the pine trees in the common area on Mermaid Boulevard, opposite the entrance to Gingerwood Court, was performed recently without the consent or involvement of the civic association. Several neighbors present challenged the liability of performing substantial grooming of the common areas and said that they will continue doing it.

Community Trash Discount

After our July 1 deadline with Evergreen, some community members expressed interest on Facebook about the trash discount. We went back to our Evergreen representative to ask for a better discount rate to encourage the remaining neighbors to switch and to extend the deadline. The board came back with an extension, but said the discount was very competitive compared to other trash services. We are eight homes away from reaching the discounted rate from Evergreen Waste Services. We missed the first deadline but Evergreen has extended it until December 1.

If we achieve the goal, Evergreen will give all Pepper Ridge customers a discounted rate of $87 per quarter for recycling and trash or $111 per quarter for recycling, trash, and yard waste. Evergreen comes every Monday and will remove one bulk item per week at no additional charge. Residents need to contact Evergreen directly at 302-635-7055 to sign up.

Fall Cleanup

After saving the civic association $675 by performing a volunteer spring cleanup, we’d like to hold a fall cleanup in October or November. Once a date has been decided upon, the information will be posted on the PRCA website and Facebook pages.

Update from Rep. Mike Ramone

Rep. Ramone was asked by the Executive Committee to address three concerns affecting our neighborhood.

  1. Dangerous speeding on Mermaid Blvd.: Ramone said he will look into whether DelDOT will install speed bumps. This idea has been raised in the past. 60% of residents affected by the speed bumps would need to vote for them. This would include residents of Pepper Ridge and The Pines. Other ideas Ramone will inquire about include an electronic speed limit sign and a pilot three-way stop sign where the D-Fit entrance meets Mermaid Blvd.
  2. Sedimentation/erosion causing dirt and debris to accumulate in the road at the golf course end of Pepper Ridge Ct.: This issue was brought up at the June PRCA Executive Committee meeting. Ramone said he would bring someone from the New Castle County Conservation District to assess the problem.
  3. Trimming of trees on Mermaid Blvd: Ramone was asked who is responsible for trimming trees impinging on the roadway. He said he believes that is DelDOT’s responsibility and he will have them take a look.

A meeting attendee asked Ramone if DelDOT can add center-line striping on Mermaid Blvd. from Skyline Drive to Pepper Ridge. Ramone said he will inquire.

Election of Officers

A quorum is required to hold an election. A quorum is met when 30% of members (defined as residents up to date on their dues) attend a meeting. 20 members were required but only 17 members were in attendance, so the election could not be held. The previously elected secretary, treasurer, and district representatives will continue in their duties. The presidency and vice presidency will remain open.

The meeting was adjourned at 7:14 p.m.

Volunteers Needed for Community Fall Cleanup

Come join us on Saturday, October 28 from 9 a.m. to 1 p.m. to help remove leaves and fallen branches from Pepper Ridge’s three common areas.

We are also looking for volunteers with pickup trucks to help neighbors take their yard waste to the collection site on Polly Drummond Hill Road.

Last Chance for the Community Trash Discount

Evergreen Waste Services, (302) 635-7055, has extended our deadline to December 1. We only need 8 more homes to reach our goal. If you are waiting for other neighbors to sign up, it may be too late.  We already missed the first deadline.

Once we achieve the goal, Evergreen will give all Pepper Ridge Customers a discount rate of $87 per quarter ($348 annually) for recycling and trash or $111 per quarter ($444 annually) for recycling, trash and yard waste.

Evergreen comes every Monday picking up both recycling and trash. The only time they will not come on a Monday is if Christmas or New Year’s Day falls on a Monday. They will remove one bulk item per week at no additional charge, just text them by the Thursday before Monday pickup. More information is available on Evergreen’s website.

Please join your neighbors in switching to Evergreen! You will need to contact Evergreen directly to sign up, (302) 635-7055.

Annual Dues

We thank everyone who submitted their 2023 dues. 2024 dues are now being collected, and we need to improve on last year’s 32% participation rate to be in good shape to pay for common area maintenance and snow removal in our community.

Dues are $40 per household, payable by cash, check, or credit card.

  • For credit card payments we use Cheddar Up, a secure, PCI-compliant platform trusted by 100,000+ groups and nonprofits. Cheddar Up does not store any financial information but instead sends it securely to its payment partner Stripe, which processes billions of dollars annually using Transport Layer Security. Community Discounts

Evergreen Waste Services (302) 635-7055 – They are offering us a discount rate of $87.00 every three months for weekly trash and recycling. We just need 15 more homes to sign up by July 1st in order for everyone to receive this new rate! If you are currently receiving a better rate from another service, please email us so that we can ask Evergreen to match it.

McDonald Lawn & Landscape (302) 239-2180 – Residential lawn mowing; Their services include manicured lawn mowing to property, string trimming to areas not accessible by mower, edging to concrete services and blowing grass clippings off of hard surfaces. The discount rate is $25 for end units and $20 for center units.

Spring Cleanup 2023

PLEASE JOIN US FOR A SPRING CLEANUP!

Saturday, May 6, 2023, 9 a.m. to 1 p.m.

Help us beautify our neighborhood! Move your yard waste to the curb on Saturday, May 6, and we’ll haul it to the collection site on Polly Drummond Hill Rd. NO BAGS, LUMBER, DIRT, ROCKS, or TRASH; ONLY loose yard waste. Branches must be 4” diameter or less; no stumps or logs. We’ll also clean up the three neighborhood common areas. Rain date (or extra work day): Sunday, May 7, 9 a.m. to 1 p.m.

We need a few neighbors with pickup trucks to volunteer! All are welcome to help load and unload the yard waste. Please bring a rake or shovel if you have one. We’ll provide water and light refreshments.

Lawn Service Discount Offered

Pepper Ridge neighbors that use a lawn service: we may have a deal for you! McDonald Lawn and Landscaping Contractors currently maintains our community common areas and is offering the Pepper Ridge community a weekly mowing discounted rate of $25 for end units and $20 for center units.

We need only 10 homes to sign up to get this discount!

The weekly service includes:

  • Manicured lawn mowing to property line.
  • String trimming to areas not accessible by mower.
  • Edging to concrete surfaces.
  • Blowing grass clippings off of hard surfaces.

Special Meeting Outcome

A special meeting of the Pepper Ridge Civic Association was held on March 28, 2023, at Delaware Fitness Center. The meeting was attended by five members of the board and 13 community members, constituting a quorum. A summary follows; full minutes are available.

The purpose of this special meeting was to vote in board members including eight district representatives. 

The meeting started by introducing the current board members and district representatives. Some of the attendees were interested in open positions, but wanted some information about each position. We started with the District Representatives. District Representatives will represent the district they live in by voting at executive meetings and handing out newsletters to the 22-27 homes in their respective districts. They will be the voice for their neighbors. We reviewed each of the open districts and asked if anyone in that district was interested in becoming their district representative.

We reviewed the positions of the four officers according to the Pepper Ridge Civic Association By-Laws.

In addition it was mentioned that the Association works together as a team. The responsibility to attend to the needs of the neighborhood does not fall on one person.  The Association is also here to listen to the ideas of our neighbors and pass it on to the rest of the community such as the Evergreen Waste discount and McDonald Lawn and Landscaping discount when only ten residents sign up.  We are looking for a contractor to offer a discount on driveways.

We took a vote on each of the positions. The treasurer and secretary positions were filled, along with representatives from Districts 1, 2, 3, 5, 7, and 8. President and vice presidents positions remain open. Districts 4 and 6 will be covered by volunteers until someone can be voted in at the annual meeting in September.

We thanked everyone for attending. Without their attendance we would not have been able to vote in our officers and representatives. We will continue to work on filling these positions to have a full board.

An email will go out to our representatives and volunteers to discuss a spring cleanup.

We are having a special meeting on March 28th at the Delaware Fitness Center on Mermaid Blvd. This meeting is very important as we need to vote in new board members. We currently have some volunteers, but we need more. Below is the list of positions and nominees –

Each District has between 22 and 27 homes. The District Representative will distribute an occasional newsletter to the homes in their district, but most importantly they will be the voice for their district at quarterly executive committee meetings.
